The Cultural Organization of Lowell (COOL) was founded in 2001
by the City of Lowell.

Our Mission

To foster engagement in arts and culture and increase the visibility and vitality of Lowell’s creative community.

Our Vision

To make Lowell a globally recognized center for creative activity.

COOL has played a significant role in the city by providing educational programs and services that support the growth and capacity of the city's network of museums, galleries, performing arts organizations and local artists.  COOL also has a rich history of producing arts and heritage events for its residents as well as the 200,000+ tourists who visit Lowell annually. These events include Discover Lowell, "Buy Art. Buy Lowell" and the much lauded Cambodian Opera.

The Cultural Organization of Lowell is a 501(3)(c) tax-exempt corporation. The COOL Board is composed of trustees who represent a broad cross-section of the city and who are responsible for the fiduciary activity and adherence to the bylaws of COOL.

COOL was previously affiliated with The Office of Cultural Affairs & Special Events (CASE). CASE is the official arts and events agency for the City of Lowell, MA. Established by City ordinance in May 2008, CASE's mission is to help create a high quality cultural environment that offers appealing experiences to the city’s diverse population, stimulate economic development in the City and encourage people to participate in the culture of the community. Working together, COOL and CASE created the Guide To Permitting for Festivals and Special Events, to make the process of navigating City services easier.
